Preheat broiler to high.
Whisk together eggs, milk, garlic, salt and pepper.
Heat oil in a 9-inch oven-proof skillet over medium heat. Cover the bottom of the pan with sliced tomatoes and onions. Overlap as necessary.
Sprinkle with the chopped scallion, bits of goat cheese, dill, and salmon.
Pour the egg mixture into the pan. Cook about 5 minutes or until eggs are partially set.
Transfer skillet to the broiler about 5 inches from the heat. Broil 2 - 3 minutes or until browned.
If desired, serve each piece sprinkled with capers.
